I mentioned this earlier, but the short answer is YES.  Some very powerful programming tools are included free (most of them from GNU - thanx, folks!), and, with access to the complete source code for Linux and the availability of tools with which to change it, one can make changes to any or all aspects of the system.

Now, as I also stated earlier, with great power comes great responsibility.  Since Linux is distributed under the GPL, any modifications or changes you make to Linux must be contributed back to the body of knowledge - you must publish and allow the free distribution of your changes to the source.  This is the driving force behind the explosive growth of Linux.  I'm not an attorney, so if you are actually contemplating a modification to the Linux sources or other program covered by the GPL, you should read the GPL thoroughly and seek qualified counsel if you are in any doubt as to appropriate conduct.

There are a lot of resources for Linux developers out there.  One that jumps immediately to mind is SourceForge.  While SourceForge is not dedicated exclusively to Linux, a large number of Linux-related projects are there.  Before you go to the trouble of changing the system you have to do what you want, see if someone else has already done it for you... it might save you some work or make the work you do easier.
